Connection Problems

I keep tryin to connect but it says launchpad unable to coonect to network at this time please wait a few minutes...i do, but still doesnt work...Restarting comp doesnt help either?

can anyone help me?

i first got it in the mail, and the cd was scratched, the place had a local store, so i went there and got a new one, now i cnat login...
