Ideas that I have
A great idea for people with BR20/CR5. When you reach these supperior levels you should be able to get some kind of empire upgrade for one specific thing.
Examples-
Armor: Maybe raise the damage you can take and give you a choice of new designs for your armor
MAXs: Improve the abilities they allready have, along with a few new styles to choose from.
Vehicles:For each empire it would be different. Like for the Vanu, if you chose a vehicle upgrade it would give every vehicle you spawn, hovering abilities instead of wheels. For the Terran it could place a automated dual 20mm cannon on each vehicle. For the NC it could put a 50mm cannon on each vehicle.
Weapons: An empire specific weapon should be available.
NC = A weapon that takes two rifle slots and you have to crouch to hold it. I'm thinking of the most powerful carryable weapon in the game. 2 shots takes out any vehicle
TR = Ability to hold two of any weapon.
VS = A smartgun. This is about the size of the pulsar, and when fired, it seeks out an enemy for a direct hit. Powerful, but not too powerfull. 2 or 3 hits will kill a reinforced.
Deployables: Something to spruce up the CE role. All of these would require heavy asslt to opperate, and would function independantly if inside tech plant SOI.
NC = A mortar, with maximum range
TR = Dual Chaingun
VS = Not too sure about this, maybe a souped up smartgun, or a laser beam of some sort.
Medic: Dragging bodies to safety so you can heal them, along with a patch on the arm so waiting dead people can see if a medic is near by.

I haven't thought of anything empire specific for commanders yet.
