I do not think it is an unsafe bet to say that it will be possible for continents to be "overrun", or "wholly owned". The FAQ itself uses these exact words. As such, I propose the rather logical theory that if one continent can be wholly owned, so can all the continents (in theory). In practice this may (and probably will) prove to be completely impractical, if not impossible. But at least in theory this offers the possibility of a complete victory. And so long as this possiblity, this greater goal, this outcome exists (regardless of how unlikely), that will be enough to drive on players. Long, long ago I suggested that instead of simply making it a rule that no empire can win, make it a reality. Set up the world so that it is always too difficult for any one empire to completely over-run every last continent. But do not make it technically impossible. Leave players wanting it, even if logic tells them it's not possible. Unless Dave is hiding something I believe this is the road they have gone with. I also believe it is the most effective solution to this problem. It satisfies both demands: no empire will ever win, but the game does nothing to directly stop an empire from attaining victory. It is only the "limitations" of the players that will make this "impossible", so to speak.
