voice conferencing

ok ive been trying to get my voice conferencing to work and it just plain isnt.

in Windows it works (98 btw) i cna hear myself on the speakers.
but when i get into the game and join a squad that has someone hosting or if i try and host it doesnt work.

I can still hear myself on my speakers but when i hit the activate button my bubble in the list of people in the team does not go green, and no one else can hear me.

I have the mapping on default ( to Y )

I am totally stumped on how to fix this..does anyone have any ideas??

My system specs------
-Windows 98
-1.5Ghz P4 processor
-356mb RAM
-26GB hard drive
-Hercules 3D card (pretty sure its a Geforce chipset)
-a Soundblasterpro AWE64 sound card
-microphone that came with my computer and is the same make as the rest of my sound system
-Roadrunner cable modem internet service
-i run Zone Alarm firewall

PS i tried turning off Zone Alarm and it still doesnt work

it just seems the game is not picking up when i activate teh voice thing

please help! i would really like to be able to use this feature
