You can definitely register it. In irc type "/ns help" and read what the server sends back to you. You will see how to register your nickname. After that you can do "/cs help" to learn how to register a channel. I also made a script for mIRC (www.mirc.com) that gives you easy access to the chanserv ("/cs") commands. People can reg whatever channels they want - an admin does not ahve to do it. :D
