If you nerf something you decrease it's effectiveness, often drastically.

These are referred to as "adjustments" by Sony. The next nerf will likely be the -30% damage to armor, and degrading damage over distance "adjustment" that the Lasher will be taking.

Nerf was a concept created by a toy company back in the 80s. It started with a Nerf vesion of a football. Then after it was a smash hit, all maner of sports equipment was "nerfed" Nerf balls were made out of a compact squishy foam product that would hold its shape but took the edge off if you were a little kid if say you caught the football with your face

There's probably many stories on how the term "Nerf" got applied to online games. The one I heard started back in Ultima Online. Supposedly archers were very powerful when the game first came out. They could take pretty much anyone and anything out. Eventually the game devs lowered the effectiveness of archers/bows and arrows to bring them back in line with other combat skills. The players then accused the dev of switching their normal arrows with Nerf arrows (long thin pieces of foam that can't hurt anything).
Now people use the term "Nerf" to refer to something that has been weakened or is perceived to be weak.
