I was under the impression that they could not. Two people try to tell me today that enemies can hear it. I thought they could only hear voice macros...

You are correct enemys can only hear voice binds, no local, broadcast, ect. Only way to communicate is through tells.
Me and my outfit have verifyed this

I think it would be cool if some rank of CR's could intercept enemy commander communications. Like maybe CR4's and above. It would only work on the continent they were on and work for maybe about 5-10 minutes then have to go through a large recharge time. This would hopefully show some CR's where the enemy zerg is heading next so they can rally up a zerg of there own to meet them.
Always fun to hear enemy voice macros when i used to be a cloaker. My favorite to hear is repair our equipment terminals or we need repairs. Then I would wait there for the enemy engineer to start repairing it and I would get him in the back.
