If you read the description from when you use it for the first time, that's literally the idea. It's a Beamer that fires almost as fast as a Chaingun mounted on a small (flying) tank.

yupyup...i had one once...i got rid of it as fast as i could...i thought it totally sucked, but maybe it was just me lol.

If it had good accuaracy, then it would be worth the certs. The other 2 empires AI maxes rape the other max's guns tho. If we both stood right infont of each other and fired, the Scattercannon would win, pounder would kill itself
