I'd say enable attachments but limit the size of them to something low like 10kb. Then people can post small gifs or whatever, but not huge wallpapers. They can use their own webspace for that.

Host it yourself. Most ISPs give you 5mb or so of space anyway... You can link it directly into your page if you host it yourself, and it won't bog down our server any more. :) (which I don't really think we need to worry about now :D, but lots of added stuff won't help)
