1) Do squad commanders get CEPs for defense?

2) Can people with lots of CEPs use their command capabilities (like setting nav points and hot zones) if they aren't in command of a squad?

I don't know question 2 but for 1 no one can gain CEPs for defending.

I think for 2 there's no reason why they couldn't. Probably tho, no one else would be able to see the waypoints, so it would be rather pointless...

Then I guess the only people who will really want to go command defense squads and defense platoons (like the scenario smokejumper described where one mobile defense group is responsable for aiding to the defense of 3-4 bases) will be command veterans that have maxed out their CEPs.

It would be best for a faction to have all its commanders(especially the good ones) on offense so they can gain access to new command capabilities as quick as possible.

I disagree, I think that the commanders of squads defending do get CEPs. I don't know where I read it, but I think thats the case - not as many as taking a base, but still some.

Defending current positions is just as important as gaining new ones, so I think commanders who lead squads the defend should get something even if it's not equal to the amount of taking a base. There should be a way to make sure the defenders actaully do something though to earn the commander some CEPs because guarding some out of the way base far back in your area shouldn;t earn points since not much action will take place.

If no points were awarded for defending then I'm sure some commanders (albeit ruthless ones) would let their base fall, then just take it back...personally I won't let any enemy scum set foot in one of my bases, even if I get less points!!!

I dont know if commanders who dont control a squad have access to all the commander abilitys, but i think they could still access atleast some of them, like chatting on the command channel. It might be that the head commander of a large army just gave commands and did not fight, so he would not die (unless a leet vanu sniper bags him), and in that case he would still need to beable to issue commands, proably to an outfit or platoon as a whole, even though he was not commanding an idavidual squad. Or i could be wrong.
