Its just something these devs mentioned that never got put into the game.

well, a while ago i had a screen of an NC guy in the VS sanc... this was like a week after beta... his name was tehl337h4x0r... it was weird, lost the pic when i reinstalled :(

There won't be sanc strikes, just like fighting in the dugout will never be sanctioned. There are times when people need to be in battle and times when they need to be idle in sanctuary; never the twain shall meet.
