If there were events such as an admin or a dev, whatever, forces an empire to attack the other empire in a certain location or something like that, or they could lose some valuabe resources, land, etc if they didn't? The admins or devs could pretend to be a company or something that supplies the material to make that empires weaponry or something, and that they do not see the empire making enough progress so they are threatening to cancel a certain amount of shipments each month or something. Although i doubt the game is that detailed but something like this would be sweet imo. So if a team is being a sissy and just bunkering in they would be forced to attack to make things more lively :)

Anyways my ideas for an event would be a tournament for the best of the best on each side. Devs could make some sort of arena and it would be a safe zone like the giant warp gates. Spectators could come to watch and cheer for their teamates

A team will never be sissy and just "bunker". Every side will be aggressive. There's no need to force attacks. Just leave all the planning to the players and everyone'll be happy.

I hope there will be some events but your event is little unlikely. lthough I'm usre there'll be something sort of like what you said in possibility. They probably wouldn't hinder gameplay liek that or reprimand the players for a certain style of gameplay
