For CR6 if we ever get it. I think a weather modifyer that would bring in extremly heavy storms that limited vehicle use and visability. Take a few minutes to form but is very powerfull can be used once a day and costs alot of outfit points.

That would be annoying. The rain sound effects in PS suck. Not to mention the fact that some of the little b*tches I've seen with high CR would do it over friendly bases just because they can.

Ohh, how about, for CR 7 you are allowed to part the waters, for tanks and such to drive across. CR 9 brings you the ability to walk on water. Damn, there are lots of things we could strip right out of the bible!! Maybe a plague of locusts at CR10?

holy shit moses, i think the weather idea would be good, and since u dont get kills with it, it wont be spammed as much as orb strikes wich is good.
