Well, that's one way to interpret it.
I believe that it means if you are indecisive, if you let others make your decisions for you, they will "run you over," aka, they will control you or overtake you.

Actually, that can never be true or false. It's like saying "i'm a liar and I always lie". If I always lie and I'm telling you that I'm a liar then i'm lying about being a liar. Which means I'm telling the truth, so I am infact a liar. So obviously I am lying to you about being a liar. So then I'm telling you the truth, in which case you could assume that I'm a liar....*brain explodes*.
