Smoke commented in the official forum on what happens if you don't own any facilities anywhere in the world. The concern was you could be stuck in Sanctuary.
The HART shuts down when there are no unlocked continents available (either through population locks or ownership locks).
The Broadcast warpgates shut down when there are no Capitols owned.
If either of those options is available to you, then you'll need to use one of those methods.
However, if [both] those situations occur, then your Sanctuary Warpgates will broadcast to any Warpgate in the world.
And lastly, if you have no facilities ANYWHERE in the world (ouch), then you'll be able to hack any base in the world in order to get a new spot to play from.
Those extreme cases almost *never* happen. You will rarely never have a Capitol in the world, and it will be extremely rare for your Empire to have no facilities anywhere in the world.
But if it happens, it only lasts until your Empire owns ONE facility somewhere that isn't Locked. At that point, everything reverts to normal.So even in the worse case senerio, you won't be 'stuck' in Sanc. :)
