I need a lot more information before I can even begin to assess the situation.

Your user account has administrative rights to that computer?
Are you on a domain.
Are you on a network that is not yours, say a School network?
What exactly are you trying to do in Internet Options?
How are going about accessing it? Tools -> IE Options then what happens?
Are the buttons greyed out? Does it not allow you to access it at all?

Here is an example of something I do. At all clients sights I restrict tampering of IE options through the use of Domain Local and Domain Gloabal Policies.

It all ready IS the admin... with full admin rights... I did do it, but no joy.

Have you tried making another admin account to see if you can change the IE options in it? If something edited your registry or imposed a policy on your account, making a new account may circumvent that.

Also, scan your system for viruses.

all depends to the extent the original restriction was imposed on. If it was on the admin group then it could be tough.

Reboot into Safe mode, and log on as Administrator.
If you are running XP force your computer logon through user names
Start -> settings - > control panel -> double click Users Accounts -> Change the way users log on or off
UNcheck each option AS LONG AS YOU REMEMBER your password, and the administrator password when you originally set the computer up.
Log on as the administrator. Clear all files that Internet explorer has. Then go into IE options and see what you can do from there, if it gives you this restricion again, then you have a much larger problem. Else, it could be a group Policy that has been inflicted onto you
