well the P42.4ghz c is very nice if you get some DDR500 memory(pc4000) and oc its FSB up to 1000mhz (it goes to 3.somehting ghz at that fsb) get a good mobo, ASUS make some of the best OCer's, the P4C- and P4P- 800's (the deluxes have slighly better quality)
for coolers thermaltake makes some very nice cooler that aren't that expensive. If you realy want the best thermalrights solid copper ones are very nice, also Zalmans Copper flower with the Fann inbetreen the radial flower spoke things is very quiet and cool.

yes the 2.4c is a very good CPU. You could overclock alot of the various AMD chips just fine with proper cooling.

anythin can be OC'ed, the question is how much. AXP tends to be quite good though, especially if you have an older model with an unlocked multiplier.

If you want to get the best overclocking, I would NOT suggest AMD 64 chips right now, as they have a locked multiplier. However, they are really fun to OC (even if you can't OC them too much) because of the HyperTransport Bus, on-die memory controller etc. They run great at stock but if you wanna OC, definately go for the Athlon XPs.

the P4 2.4 oc to 1ghz FSB is uber though becasue of the memory bandwidth you get
P4 2.4 to 100mhz or XP2800+ to 200mhz both own.
