Neutral?

I was looking at the planetary control map on the official site, and saw that the neutral faction held significant parts of the map. Why is that? I haven't played yet, gotta wait until I'm back in the States.

I believe its a bug on there official site, it will do this alot.

I think those are bases that go neutral during fights. Nobody ever really explained that, so it's an uneducated guess.
