Ok I have recently purchased an additional 40GB HD for extra storage for my computer that I share with a friend. However after closer inspection I found that he had 13 incomplete torrents. So I didnt need my new hard drive anylonger. Now I have decided to install linux on that hard drive and put it as a second boot option. Where can I get the necissary software to do this?

I am an expert with XP Pro, IE, and Win Media! I'm also pretty l33t with the built in Windows Calculator.

www.linuxiso.org has just about every linux distrobution there is. Almost all of them (if not all of them) come with a program called grub and/or LiLo, which are both boot loaders that allow you to boot with either Linux or windows on the same machine. If you've never used linux before, I suggest you go with Fedora (formerly known as Red Hat). It's pretty easy to install and setup.
Use google and search for instructions on setting up a dual boot enviroment. Google is your best friend when it comes to linux.

Yes you can. If you have so much space that your motherboard or your operating system doesn't support it. Then you have too much hard drive space. :D
