how do i trace an IP or an address? i want to find out where it is running from, not just the ping time. could somebody help me out?

i know tracert, i dont want to find out their ping, i wanna know where they are operating out of, like, their host and state/town *if* possible

I believe that does what you're asking for.
Tracert will also tell you the hosts that it's hopping through. You can often derive a location from those host names.

No, netstat shows statistics and other information about the network connections established on your computer and the ports that are listening or connected on your machine.
