M.I.A (if the abbreviation didn't tell you already) is always under some nonsensical construction which never gets done. Why is it always in this state? I don't know about you guys, but in Miami, there is NEVER anyone at a construction site.

There is traffic in the arrival/departure areas. The 'arrivals' area has mutliple lanes, but is separated by concrete medians and beams holding up the upper level. The lane-to-lane channels fit a car the size of maybe a Mini. I don't know how a bus would get through those damn capillaries.
