Take an empires population, divide it by 33.333333(yaddayadda), multiply by the standard respawn timer to get a new respawn timer.
pop\33.3*stdRespawn=newRespawn
So if NC had 50%, TR 30% and VS 20% and say the you take a player from each empire who just died and would normally have a 30 sec respawn timer.
The NC: 45 secs
The TR: 27 secs
The VS: 18 secs
Obviously the current minimum and maximum respawn timers would still be in effect. This balances pop imbalances by forcing whoever has the highest global population to spend more time dead.

..... it would work. But I dont think ppl want it to be totaly even. Id rather be an underdog than a hulking giant.

I like it, but it wouldn't see the light of day (because it would work). Also along this concept, adjust vehicle/max timers the same way. Heck, lets adjust the HART timer too!!!

You know, this makes an odd kind of sense. Would drive the dominating side crazy, but maybe that's the point. The time for the timers would probably be much different in the final version (assuming this is done at all), but I think this is a thought in the right direction.

I like the idea, and also like the things KAIsan added. I think it would definently help keep the empire jumpers down. However, it makes too much sense, so it will never happen.

I suppose that makes more sense than increasing the spawn timer because you're getting pummelled and hence are dying more often than the enemy. I'm not sure whether it should apply to vehicles and MAX units too.

This def makes sence but say the NC are trying to defend a continent and only have one air squad there and they are trying to stop a large force. That would not help at all with them, thast the inbalance. This could work on a continental basis maybe.

I thought global population would be the way to go just for simplicity, but upon further consideration, cont by cont would be best. Globally, the empire with the lowest cont, especially if by a significant margin, would have a rather massive advantage on a pop-locked cont.
The lowest and highest spawns currently are 2 seconds and 45 seconds. They should stay in effect.
