I dont know if this has been suggested before but oh well, here I go.
How about an empire that loses al its bases on a cont cant enter the cont again for one hour? That would stop these anoying little forces waiting in the WG for every one to leave, then striking back at the cont they just got kicked off of.

Wait-- so say the TR get booted from Ceryshen. They can't make a counter-attack for an hour? Bad idea.

Why shouldn't they be able to re-enter a continent? Shouldn't an empire have to activly defend what they have if they want to make progress? You can't just have the game win itself for you, it sorta ceases to be a game.
Also one of the most fun things about a hyperactive defense is crushing attacks repeatedly with overwhelming force. An enemy empire attacks a continent several times during an evening, and every time the attack is stopped with a full defensive poplcok before they get one base.
If you want to really hold what you have, that is the way, not by hoping the devs throw in some way to prevent enemies from playing the game.

I think the biggest problem with that idea is that broadcast warpgates have shown what happens if you have nowhere to go, this would just aggrovate that.

I appreciate your idea, but to me it would not work. It stops a main part of the game, active offense/defense.
