History lesson for those of you who don't know-
This joke originated from the Simpsons. In the episode in question, Milhouse became a child star, and was involved in the making of a movie. That german actor guy who's in the show periodically was to be dumped into a vat of acid, and given goggles "just in case". Milhouse was supposed to keep this from happening.
Anyway, it dosen't go as planned and he gets dumped in, yelling "Ze Goggles, ze do Nozing!" This has always been a joke for the TR (We have goggles, and it was once hinted by Smoke that we have goggles because the Terran Republic is all about efficiency and it would cost more materials and money to make us full masks. )
So there you have it.
