Since the new patch went live on July 6th the game seems to stutter and jump, im not sure if its lag because my FPS is around 40-50. Somebody in-game told me to sort the graphics on the options screen and re-log but the problem still remains :( any help would be appreciated thanks

Excellent :)

Maybe not :( even since the fix my comp is still choppy and jumpy and my FPS dropped to around 10.0 in VR!!! again i messed with my graphics settings and even set them to low and still the same, I have a 3.06 proccessor, 1 gig ddr RAM, Radeon 9600 GFX card and DSL modem connection. I have never had any problems like this since the patch and i really dont know what to do now, again any help would be appreciated.

It seemed fine with the first patch for me, then it got really bad with the second.

I would post about it on the Tech forum at http://psforums.station.sony.com/ps/board/message?board.id=pstechsupport&message.id=8870

That is a thread for all the FPS stutter issues. If you like you could also start a new thread on that forum, include all the necessary information(http://psforums.station.sony.com/ps/board/message?board.id=pstechsupport&message.id=11), and TSRJoel will be happy to help you. He posts on just about every tech issue thread fairly quickly, and can often be very helpful. Give it a shot.
