Internet problem

Ok I have a question for you super smart people :D
Ok, I'm running ventrilo and sometimes planetside with it on dial up and I look at the Networking Tab in the Windows Task Manager, and when people talk and stuff it skips, but its only using 20-40 percent of my internet. Is there a way that I can get it to use about 80-90 percent, because if its only using 20-40% and im lagging, so I figure that if I can make it work to its full percentage I'd lag less. Thanks for your input.

1-way cable is available to anyone who has a phoneline. But, 1-way isn't super great with online games because it has 56k speed uploading, which causes a lot of lag anyway. It still is better than dial-up though. I can't get 2-way at my dads house either, so thats what I use.
