Looks like just fiction / background to me, I don't see any gameplay info posted, but then again I just skimmed it and then came to report in.

Alright, summary: After staying in the caverns long enough, resonance crystals begin to understand your mindset and how you act. Once given an implant at the top of your spine, you can finally drive the BFR without having to deal with operating every single joint, arm, and finger, letting the crystal's emotional "database" deal with the minor details.
However, this crystal often lets pilots feel hate, anger, pain, and other emotions from their BFRs. They often feel this even when removed from the BFR cockpit.
I think this kinda implies that we need an implant to pilot them, which we qualify for with attuning.]

It seems that SOE is trying to dramatize events in PlanetSide recently by writing articles like that full of words about the scientists and what they did etc. but it feels more like they're trying to hype these things up. I do read the fiction because it is pretty cool to get the backround.

One pilot was even exonerated from murder after a court finally decided that the BFR acted independently when killing the pilot's recent ex-girlfriend. But those instances are rare."

No, you're given the implant before the attuning process, not after.
I think it would be an automatic thing for all owners of CC. (selected as test subjects or somthing of that nature)

[Edit: New theory. You buy the cert, and become eligible for the implant. Then it's off to fighting in the caverns to attune.]

Nice background information.
The story really reminds me of Evangelion though, which is sorta weird.

Wow, those new BFR screens have confirmed it: NC has the stupidest looking mech by far. The colossus and aphelion kick the hell out of the peregrine.

Well, yeah, of course they're trying to hype them. I got excited about the BFRs when I read their fiction, and that was the point. I think it's very cool to get players more involved with the setting rather than just sticking to the "yeah we're adding more stuff to the game" tone.

The resonance crystals are a database of knowledge, so it's likely they'll have the crystals be the basis for post-BR20 progression once we reach that juncture. They may have post-BR20 stuff tied to the caverns to stick with the fiction though (need to develop your resonance crystal more so that it can help you "run" yourself, letting you learn new certifications through it and so on).

The wormhold collapsed, as micro worm holes were quite hard to conrtol, and the TR covered it up. But soon after the event the scientists and soldiers began to question their officers, and they formed different factions... So how did the TR send them these BFR plans during the war? :/

Most soldiers are now outfitted with a resonance crystal implant at the top of their spine. When soldiers are sent into the caves for combat, they automatically begin to accumulate "echo potentialities". Eventually, their resonance crystal becomes properly "attuned" and they become capable of being a BFR pilot.

Apparently they can transmit stuff, but they can't travel back and forth. I also find it interesting now that the core Terran Republic off Auraxis (or, now, its many planets) intends to terminate the entire exploration team. I guess that includes the current Terran Republic we can play for.

Yes, you're given an attuning crystal first, but the paragraph right after the one you quoted says:
If the soldier pursues that field, then a socket is surgically grafted in the back of his or her neck, allowing the BFR harness to integrate through that socket, directly interfacing with the resonance crystal in the spine.
The socket being surgically grafted onto your neck is the implant being referred to, not just the crystal.
