I think what Sam means is the tools aren't ideal. I mean Epic have put a lot of effort into the Unreal 2 engine and the tools they could use in it. PlanetSide sorta had to start from scratch since MMO is a whole new dimension to an FPS. If there was ever a PlanetSide 2 I'm sure the tools would be far superior... as would everything else :D
