Is there any way to do this cheaply. How much would it cost and what would I need.

$30 tv tuner card, but slightly more expensive ones have better features.

Or if you have a newer video card, or plan on investing in one, a VIVO card can do that for you.

i Have a TV tuner card, it preaty cool, i had my GCN hooked upt to it for a while, but i couldn't find a RCA stereo to miniplug adapter, and playing supersmash bros without sound is less fulfilling

If you really wanna do it right, make sure you pick up a soundcard that has an optical input and 5.1 capable so you can play Halo2 in full glory :)

A VGA adapater is the fastest easiest way to do it. Then you don't actually have to have a pc involved. Can check online sites that do console accessories or ebay for them. $25-$50 depending on quality.
