The cingular at&t deal

Does anyone know if people with plans with cingular or at&t can use both companies networks yet. I swear my cingular phone is getting better reception in most places, but my dad thinks that its way too soon for it to be working yet.

I got At&t and as far as I know the other company (in my case Cingular) still shows up as if I am "roaming," but I heard that Roaming under Cingular or At&t wont charge a dime, so as far as i'm concerned we're good. I live in bay area too and I live in a cingular filled mountain and i got no extra charges, so its all par. ;)
