Your current kills won't count. That would sort of defeat the purpose. These are meant to be new things for people to do, after all. If someone logged on and only had to do 1/2 of these Merits he'd get a lot less out of this than someone who'd have to do them all.

Because after the first wave of easy to implement kill count merits comes the more difficult (and hopefully more rewarding) support/transport/other merits.

There is no such thing as a support character who doesn't use a weapon.

True but my main character is support. I've been playing since Beta and still have less than 5k kills. I'm the one who runs out onto the Battlefield with a BANK to repair MAX armour or grabs an AMS and remains with it to defend against cloaker hacks. I'm also one of the few who flies a Lodestar from Sanctuary to the Hotspots so our Armour and other vehicles have repair and rearm available. We're the people the Killwhores and the Zerg can't live without.
