The difference of course being that 50% of the population of the earth won't be able to fire it.

That idea is cool but I think smiting things from orbit is even more impressive. The US government has already designed a satellite that has a drum full of tungsten rods several meters in length. All it does is position itself over the target and drop the rod. The resulting damage is immense. Gravity can be one hell of a weapon.

how is a guided bomb from orbit inaccurate? If they can drop a 5000lb laser / GPS guided bomb I think they can do it with a javalin.

The military plans to test the Advanced Tactical Laser, a laser weapon mounted on a C-130H air transport that could destroy any weapon system without collateral damage.
Except when the thing they are firing on blows up.
