Certs, Can I...?

With certs, am i able, as reserve player (not upgrading as fo payment problems) able to fly scout planes? i only see 4 cert points available, so is it still possible to get certs for flying mosquitos?
If so, please tell me.
If not, tell me.

You should have more than enough points to get Mosquito or Reaver I think.

Reserves

Can cert whatever they want, except BFR's.
Can only go up to Battle Rank 6, which leaves the player with a total of one implant slot, and twelve certification points.
Can go up to Command Rank 2, giving them a taste of commanding, and access to the Command Utility Device along with the Reveal Friendlies function.
Can gain merits (http://planetside-universe.com/p-merit-commendations-59.htm) without restriction.

Can go up to Command Rank 5, granting access to the Command Utility Device, all of its functions (Reveal Friendlies, Reveal Enemies, EMP Blast, and the Orbital Strike), and Empire Command Chat.

when you first install reserves you have Harassor and ATV cert. you can sell those to get Reaver and one other major cert.

they can get up to CR2? Jeeze.....i'm still only cr1 after 2 years.
