Alright, I admit I'm no genius when dealing with XP Pro, so I'll be blunt.
I'm trying to setup a user account that can only run a specific set of programs and has no other access rights.
Is there any way to do that?

I've not actually done this because I only have one user account on my computer but you should be able to go to User Accounts in your Control Panel, select the new account you set up and click Limited. Logically it should let you set the limitations right there.
Edit: Ok, I just made a quick one to see if that worked, and it would seem not, so I dunno, have you tried Google? :p

I used gpedit.msc myself but that was only to help a friend create an account that wouldn't get riddled with viruses because of a younger sibling using the net. I guess it depends on who is going to use your guest account.
