why cant 1 empire use another empires weapons?? you mean to tell me that the one empire cant pull the trigger from another empires weapon? i think that is ridiculous

You can, if you have certification in the equivalent weapon, you just have to get one off of the coffin (corpse) of an enemy.

Only prob is that the only way to get ammo for them is also to get of a dead enemey's body.
What they said, the only thing about using a non common pool or your empire weapon is you can't generate it or ammo so you have to get it and your ammo from enemies. (Although i assume a few TR and NC guns will have same ammo)

They wanted each empire to have it's own specific style, so they made it a pain to use another empire's weapon because you have to loot the gun and the ammo. so yes you can use enemy weapons, it's just a pain.

Some ammo might be universal atleast between NC and TR, we really don't honestly know.

yeah, the gaus rifle says it uses Standard ammo better than any other rifle. At first i thought the Vanu were the only ones with empire specific ammo, but after that dev chat i got really confused.
