I always find myself in this position. I have some sound on my computer in a weird format and I want to re-record it (with out going through my computers mic) in a different format (like MP3 or WAV)

The current file in question is a .vrf file from ventrillo. Is there any software that will record exactly what my computer plays so that I can export it in a different audio format? I have heard that audacity does this but I can't get it to work.

Any recording software should do it with "What you hear" as the input (as opposed to "line in" or "microphone"

Thats what I have been told and that doesn't work. I set it to what you hear and it continues to pick up the feed off of my mic.

When recording, does the recording have "What U Hear", just the microphone, or both?

You can try going into Recording Control.
Start -> Control Panel -> Sounds and Audio Devices
Under Device volume click Advanced...
Then click Options -> Properties
Select Recording radio button and make sure "What U Hear" is checked

Now you depending on how you answered the first question, you can
select "What U Hear" or turn the Microphone slider down.

Some programs don't record the proper channel even if the user selects it, so manually changing the channel will fix that. And if you still get the microphone, muting it will solve that.

Ahh that helped. There was one other preference inside of audacity I had to change to get it to work also. But i got it to work anyway. Thanks.
