In New York City, it is legal to walk around topless. You just can't go full nude. The fact that they arrested her to begin with, is quite amazing. Seems those cops don't know all the laws of the city. I probably know more laws then they do, when it comes to NYC.

Why would it be illegal? Afaik its not illegal in any state in the union.
