did it ever occur to you that maybe using a feature of the game thats provided is actually what sony intended? no to be funny but you also have implant slots try getting rid of your surge that i bet you use to run away from 1v1's seem to me do a little less QQ and way more PewPew.

The implant slots are pretty balanced if you ask me. You just have to know how to use them. That, and it all depends on play-style.

Was the Original poster going for individual character or player setup? If it's setup I would say a good guess is anyone strapped in a turret with less than 4-5 engies backing him up. Oh, and with no AA or other backup to keep them alive. Adv medics, full sqaud, atleast, AV users, etc.
