Fan Faire Players can access Phantasm & Galaxy Gunship on Emerald.

Those who attended the fan faire and have the 2007 Fan Faire merit can access the Phantasm, Galaxy Gunship & Katana with no certifications on Emerald. I have counted so far 3 VS phantasm pilots and 2 TR.

It looks absolutely cool - but what about its features? Is it just like a cloaked Gal without the ability to transport MAX and vehicles?

No, the Phantasm seems like a completely different type of vehicle than the Gal. Looking forward to see multiple squads roaming around in Gal Gunships though. :)

They will recquire certs i know, the phantasm requires you to have the stealth suit certed. Not sure if it needed to have it on to drive.
