PS problem

I have always been a fan of Planetside and just came back a few hours ago, but I still have the same problem on this computer...I run way to fast. I maxed out all the graphics and everything and it still doesnt slow down the game. My guy can run at the speed of light and need to know how to fix this because it's annoying as shit.
