Its been touched upon a few times, and it seems everyone is overwhelmingly in favor of weather elements. On one hand it's said that weather will be introduced into the game via patches, but people on this forum seem to want it from launch day.
So just to settle the old argument..
Would you rather have the game spend a longer time in development and include a dynamic weather system from launch? Or would you be happy for it be released earlier but without a weather system integrated?
Launch then include weather. I'd love weather, but I'd much rather have the game release a bit sooner.

The more feature-complete and polished a game is when it's shipped, the better reviews it will receive. Those higher reviews will translate into more sales and a bigger playerbase.
I'm not saying weather specifically is going to make or break PS2, but I'd prefer it if SOE took all the time they need to perfect the game before release. If that means hundreds of thousands (or even MILLIONS) of extra players will be running around Auraxis, I'd say it will be worth the wait.

As much as I want to play this nownownow, I can wait for it to be finished.

In addition to agreeing with headcrab, I'm also wary of any game that patches in major features after launch.

I'd be okay with them implementing the basics of weather then adding in additional effects later. Say...launching with night, clouds and snow, then adding in rain, storms, combinations, double rainbows etc. later.
I'm afraid I had to vote "F*ck You", simply because there wasn't an option for a semi-completed weather system. Though I suppose it depends how much weather will impact gameplay. Whether that weather will be gameplay-changing or just atmospheric.

I don't like how you worded it, but I have to go with the second option. I do not think it is wise to postpone the game only to include several types of weather.

Wait....
SOE keeps harping on how they want the game to be perfect. Let it be so. SOE can't afford for this game to flop anyway so they better be careful about rushing this thing out, and paying the price for it.
It makes sense to me that they will have a hell of a lot easier time perfecting weather in Beta, when no one expects the game to run smoothly anyway. Than after you've already released the game. Who knows what kind of effect a patch could have?
What if they completely screw it up somehow, which isn't out of the realm of possibility, and piss off every paying subscriber they have?
Wasn't PS1's server down for days when they released the liberator?
We would all be sitting here saying, "WELP SOE HAS DONE IT AGAIN."
I'd prefer to avoid that situation.

If truly meteorological in the sense of dynamic and ever changing weather, I would be willing to squander the chance to play sooner in order for them to implement it.
Then again it could just full under the the same category of future wip material as the proposed 'player based bases' ;)

While I want the devs to polish the game as much as they can before release, weather is not 1 feature I'd specifically want to wait for. Gameplay, performance, balance, graphics, these are the things I'd wait on. A feature like weather is something that would actually make a boring patch cool.

I would like a dynamic weather system.... FFS, make meteors a patched in option.. never did like those damn things... i swear they AIM at me..
LOL I hear ya. I remember first seeing meteors, and thinking how cool and pretty they were...until one landed on me. Then I was like Will Farrell in Land of the Lost, Run in serpentine movments! Serpentine!
