I lived out there for a year, so I can explain the weirdness here. There is widespread poverty throughout the state. There's not much work out in the middle of the desert. Although some very rich people live out there, a lot of the state is dependent upon subsidies from the state and federal government.

This is a gimmick. They want a bunch of people to come visit them and revel in the whole mystery surrounding it. And of course, spend money there. This is entirely an economic decision and has no basis in fact on existence of extraterrestrials.

But it is pretty damned funny. :)
