well, one way is to goto the outfit database on the PSU homepage, then select a outfit and E-mail them asking to join.

If you are asking about in game, your guess is as good as ours. Not much is known about that. But if you want to join an outfit before the game starts, then check the database, or run a search on planetside outfits.

Speaking of in-game joining of outfits, What will keep someone from outfit hopping...I wonder?! I wouldn't want someone joining for a couple of battles, collecting points and moving on to the next outfit!!

Wow..
Son... If you don't know how to lead a Clan/Outfit, stop/quit now.
Things that might help if you REALLY want to keep your Outfit would to be:
1: Get a website.
2: Define a leader. (If its you, let them know that.)
3: Think about a recruitment officer. (Those are good if you want to be big.)
4: Organization, make sure your very organized, or you'll fall like a rock.
5: Try to have a set amount of rules and requirments that people need to answer and agree to in order to join.
When looking for new members sit down and talk to them, discuss some things and get to know them. Talk to them, give them some tasks if you need help. (Outside of the game that is.)
You MUST get a website though, with no website you cannot have a Outfit, it doesn't work. But for a solid answer as to how to tell someone they are in your Outfit, follow the steps and I think if you have a decent amount of common knowledge then you'll be fine.
Best of luck, and keep us posted as to how your outfit is doing, we always like to help if you need it.

in my experience you need an irc channel more then a website. but booth are very useful to have.

yeah, I was thinking that a forum/irc channel/someway for everyone to share ideas was more important than a website too

I doubt many people will be outfit hopping because when they leave one outfit, news will spread that they left an outfit for absolutely no reason and other outfits will not want to accept them.

I don't see outfit hopping as a big concern, even if it does happen.
Firstly, hopping to different shouldn't net you more exp than sticking with one good one. If you stick with it, and learn to work with your team mates, you will rack up more exp (from being a better fighting unit) than if you just move on all the time.
Secondly, how else is one supposed to be able to "try out" an outfit to see if it's the style / environment they want from one?
As for IRC vs. Web, I'd lean much more towards having a web page. You can discuss stuff on a web BBS, even if you are busy in RL. You can't always hang out on an IRC channel all the time if you are a working stiff, or just have things to do.
But, I've never been much of an IRC hound, I'll admit.

A forum for discussion and contacting members is the most important thing besides the members themselves!
How you implement this is your business, but you could have Web forum on the website, IRC channel, e-mail list. Or some other method. Or a combination.
Website is only important to advertise your clan/outfit to other people or prospective members. If you want to recruit in person, as a more elite group recruiting people you personally want to recruit then its not needed at all.
IRC channel is only good for discussion if people use it!
The best method I have found when running a guild (EQ) and a clan (halflife) was to use Email lists, using e-groups (now called yahoogroups).
When you recruit a guy you stick his email into the group and voila, no need to maintain distribution lists you have an instant communication medium that all members can access.
It also meant that those people who couldnt access the WWW at work could read their emails and reply (we had a web forum that wasnt used as many clan members had restricted web access at work and where too busy playing when at home!)

I think it depends on how serious the outfit is going to be.
A casual gamer's outfit does not need a website, forum, or IRC channel to have fun. Sure, they're not going to be the most successful outfit at capping bases and whatnot, but they can still have fun and just chat while online for any type of events.
Now, a serious gamer needs a website so they can post times for a big raid and you don't have to depend on "word of mouth" in game to pass the details of a raid, let alone organize one there.

What happens when people dont check teh website...
I tell you, email lists r the way to go :)
