September? Thats pretty far out. With that I'll just say what you can expect to have due to the build having a a good chance of changing by then.
Intel Core i5 3570K
Intel Z77 Motherboard
128GB-256GB SSD
500GB-1TB HDD
GTX 670/7950 or at least a 7800/660 (if its out by then)
500W-600W PSU
8GB of DDR3 RAM
Bump this thread when you are a few weeks away from buying all the parts and we will shape up a final build for you.

The ASrock Extreme 4 z77 has very good reviews by several overclockers. The Haswell chips will not be out until next year, and in my opinion will not be a huge upgrade from ivy bridge.

No offense guys but why are your recommending a K processor when the guy doesn't plan to overclock?

Its only a rough build. Besides he does have the budget and its rather easy to overclock these anyway.

If you have money, and you want the best cpu possible, buy the k version.
To overclock follow these steps:
1. Press power button on computer.
2. Press F11 to open BIOS screen.
3. Select CPU settings.
4. Change turboboost multiplier from 38 to 40.
5. Exit BIOS.
I was literally able to overclock my i5 2500k from 3.7GHz to 4GHz by only changing the multiplier.
If you have a brain, minor overclocking = free GHz
