Look at the bottom right corner. It has the current population of the server represented by bar graph for each empire. In this picture, the VS has a 2% experience bonus and the NC has a 20% bonus. The TR has the most people at the time of this picture, so they do not receive an experience bonus. I think it also says "resources" under "experience." Guess underpopulated empires get a resource bonus in addition to experience.
In the original game, underpopulated empires also received an experience bonus for kills.

I wonder if this confirms multiple factions per server? Or is it just a temporary thing?

Probably just a temporary thing. One faction per server has been pretty much confirmed by this point, to discourage cross-faction spying.

Incentives existed in PS1 back when there was only one faction per server.

Ah. Well, in that case, one faction per server really isn't going to get rid of spying unless they IP lock you into faction. Its a F2P game, you can just make another account and even call your character "IAmSpyingForTheVS".

I disagree. If you make someone pay for the CLIENT, then they can make as many accounts as they please. If you mean Buy to Play, then yeah, it is.

They could just add a small payment for any character you want to make past your first one (not much, like 1-2€ or something ). Wouldn't completely stop spying but it might considerably reduce it.
