As previously stated, PS1 veterans are the first priority, and after that comes the priority keys.
What concerns me is the PS1 veterans part; Does this include only those vets who have signed up for PS2 beta, or all of them? As it is to my belief, if you invite those who haven't signed up to the test, the keys / accesses will either go to void or since most likely some of the ex-PS1 players (those who subbed but dont give a bull anymore) have no interest in the game, the key / account trading starts (God Dota 2 still pisses me off).
For that reason, I'd say no matter when a PS1 vet signed up, he gets prioritized, but he should have to have signed up or he won't receive an access to the beta, and the waves become more efficient that way.

Actually people who are in the tech test have priority over everyone.

What? If I understood correctly what you're going after, just going to say: Nope, incorrect.
Got my priority key, and I have located my old PS1 account and got it up-to-date. I have no need to make "hopefully devs will see this and give me an access" threads, not to mention its against my nature as a tester.
What I mean is that when Valve threw away keys to random directions, what happened was that Dota 2 turned into a slug-fest of incapable russian newbies who had purchased their keys from other people who got the key and had no interest in the game. If they first give the keys to all PS1 subscribes, things are going to freaking hell. Thats why I made this thread.

They only included people who filled out the tech survey in the tech test, so I would assume they will primarily be focusing on activating vet accounts who have registered for beta, with ones who have played PS1 recently at the top of that list.
Vets who haven't signed up for beta yet will still probably be able to sign up and get into beta later on, but I doubt their accounts will just get randomly activated without them doing anything. At most, maybe they'll get an email telling them to go sign up for beta.

Everyone in tech test is being carried over to beta. I don't have a tweet to prove it, but apparently Smedley has told people in the tech test that their accounts will be brought over.
It is what it is, beta is starting in a week regardless.
