Population percentages don't update in real time. So if there was 0% and then got to a base and hacked it quickly it might still show 0% on the population read-out but that's just because it has not updated the population % yet.

Also, when there's isn't enough on one cont it won't display any population % at all. But you can still find out the pop % by typing in /incentives on the chat window.

Population percentages from the main map update pretty much right away. It takes 5 minutes for./incentives to update however.

I was not aware. I thought they both used same value.... At least that's what it seems like and would explain why 0% pop shows when a hack went through.

When you're on cont an it shows 0% for you and pops are on the map, it just means that you make up less then 1% (such as .3% or whatever) of the pop. I don't know exactly when or if it rounds up to 1.
