Because generally a thread needs content, and in most cases, it takes more than one sentence to create content.

So to answer your question: No, I do not think so. Thread over.

If you can obtain enough footage, sure.
I think though, that you still need to ask their permission to release NDA content even after the NDA has been lifted. I'm not sure.

It could be created using only post NDA footage, I of course wouldnt be able to do this. I have no editing experience. It's just an idea I thought to highlight and see the communities thoughts on and to maybe inspire another to create this.
