Helmets and armor

As I look through the E3 and TB streams, I see no indication being able to change your helmet/armor for different classes without using station cash.
Say you don't like the TR Infil's goggles. Could you switch that out or will that take station cash?

Isn't everything cosmetic for station cash only? I don't really remember.
