Question concerning a PSS screenshot

Pretend I'm a noob for just one moment...

Can someone tell me what the difference is between these two soldiers, and why 1 of them has a white name and health bar, while the other has a green name and health bar. I am guessing they are command related, and if they are, does every commander at a certain level change to a white name, or is it the ranking members of that particular outfit?

It could be so that you can pick a commander out of a group more easily, the fact that the cursor is over him, or the fact that he seems to have diff armor.

It is probably because the guy with the white hp-bar/name is in the same squad as the guy taking the screenshot

The guy with the white letters is in the same group as the guy taking the screenshot and the other guy isn't.
